NEET UG 2025 COUNSELLING

The Counselling for successful candidates under 15% All India Quota seats and all seats of Deemed Universities/Central Universities/Seats including AIIMS, JIPMER, ESIC & AFMC, Delhi University (DU), BHU & AMU will be conducted by the Directorate General of Health Services (DGHS) on behalf of Medical Counselling Committee (MCC). It is expected to begin from 21st July 2025 for MBBS and BDS Courses.

Counselling for Seats Under 15% All India Quota and all seats in Central Institutions Including AIIMS, JIPMER, AFMC, ESI, DU, BHU, AMU and Deemed Universities

Online counselling is conducted by the Medical Counselling Committee (MCC). Qualified candidates should visit www.mcc.nic.in for all updates. The counselling will occur in four rounds - Round 1, Round 2, Mop-Up Round, and Stray Vacancy Round. For more details and updates, candidates should regularly check www.mbbscounselling.com.

Counselling for seats other than 15% All India Seats

Candidates applying for State Medical Colleges or Private Medical Colleges (except Deemed) should follow respective State Government instructions. Categories and eligibility will be verified by state counselling authorities. NTA is not responsible for data changes or document verification after result declaration.

Note: All medical colleges in India, including AIIMS and JIPMER, will admit students through NEET UG 2025. MCC will handle AIQ and Deemed/Central University counselling, while State Authorities manage the 85% state quota seats and private colleges.

NEET UG 2025 Admission Procedure

An All India Merit List will be prepared based on NEET UG 2025 scores. Admissions into Undergraduate Medical Courses will be done as per All India Rank and existing reservation policies. The admission to 15% AIQ and 85% State Quota will be governed by respective authorities and in line with MCI/NMC/DCI regulations.

NEET UG 2025 Admission in State Medical Colleges /Universities/Institutions/Private Medical colleges for seats other than 15% AIQ

  • State quota admission will follow reservation and domicile criteria of the respective state.
  • Reservation will be applied based on the state's applicable laws.
  • Private college admission for MBBS/BDS/AYUSH will follow GOI/state policies.

Admission to AIIMS, JIPMER, Deemed Universities/Central Universities/Seats of ESIC and AFMC including BHU & AMU

  • Admission for AIIMS/JIPMER/DU/BHU/AMU/ESIC/AFMC will be via MCC/DGHS and as per institutional rules.
  • AFMC applicants must register separately on www.afmc.nic.in and appear for an additional screening.
  • Admissions follow the statutory regulations of MCI/NMC/DCI and the Supreme Court rulings.
  • Common counselling for MBBS seats in INIs will be held by DGHS.

NEET UG 2025 Reservations

NEET UG 2025 Reservation of seats in Government Medical Colleges under 15% All India Quota

As per Government of India policy:

  • 10% for General-EWS
  • 15% for Scheduled Caste (SC)
  • 7.5% for Scheduled Tribe (ST)

Important Note: No change in category will be allowed after the last date of NEET (UG) 2025 registration as specified by NTA. No modifications will be permitted after the declaration of NEET (UG) 2025 result.

NEET UG Counselling 2025 - Eligibility Criteria

Candidates must qualify NEET UG 2025 to participate in the counselling of NEET UG 2025. In order to qualify the NEET UG exam, candidates will be required to secure the minimum qualifying percentile as per their category, as given in the table below:

  • All candidates who are allotted an All India Rank in NEET UG 2025 will be eligible to participate in the counselling process.
  • Candidates from the state of Jammu & Kashmir are not eligible for 15% All India Quota seats unless they have opted for it during registration.
  • Only candidates who complete registration for counselling at the MCC website will be considered for seat allotment in NEET UG 2025 Counselling.
  • Admission to Deemed Universities, Central Universities, ESIC, AIIMS, JIPMER, BHU, AMU, and DU will be conducted by DGHS/MCC as per institutional reservation norms.
  • Admission to AFMC Pune shall be subject to the eligibility criteria prescribed by the Directorate General of Armed Forces Medical Services, Ministry of Defence. Candidates must apply separately through the AFMC website (www.afmc.nic.in or www.afmcdg1d.gov.in) and appear for a second screening test after NEET qualification.

NEET UG Counselling 2025 - Step-wise Procedure

1. Registration

Step 1 - New User Registration

Candidates need to visit the official MCC website to register for NEET UG Counselling 2025. Submit details such as NEET UG roll number, application number, name, date of birth, and security pin. Click 'Submit'. An agreement page will appear—click on 'I Agree' to continue. After confirmation, login credentials will be generated and shown on screen. Candidates must securely note down their password and security question.

Step 2 - Submission of Personal Details

In this step, candidates must enter details like their mother's name, father's name, and permanent address. Click on 'Submit'. These details must match those in the candidate's original documents and cannot be modified later.

Step 3 - Payment for Counselling

Candidates will need to pay a non-refundable registration fee and a refundable tuition fee. Payment can be made through online methods such as Credit Card, Debit Card, or Net Banking. The fee details for NEET UG Counselling 2025 are as follows:

Step 4 - Registration Slip

Once registration and payment are completed, a Registration Slip will be generated. Candidates are advised to download and print the slip for future reference. To proceed with choice filling and further steps, click on the 'Login's button.

2. Choice Filling

Step 5 - Available Choices

The 'Available Choices' link will be enabled as and when the counselling process starts. On the left side of the screen, the available choices will be displayed on the screen. Candidates who will submit the fees for both 15% AIQ/Central Universities and Deemed Universities will be eligible to apply for both the category of seats.

Step 6 - Selecting the choices

  • Candidates need to click the '' + '' button available with each preference to select the choices. As the candidates select a particular preference, the choices will be transferred from the left-hand side of the screen to the right-hand side. After selecting choices, candidates will be asked to click on 'Save & Continue button to save and continue with the process or 'Save & Go to Home Page' button to save the options and exit.
  • Candidates can move up, move down and delete the choices. The upper arrow and down arrow will move the choice up or down respectively by one step. The delete option will delete the selected choice. Aspirants can also click a selected choice and drag it to a particular choice interchange the choices.

3. Choice Locking

Step 7 - Choice Locking

It is mandatory to lock the choices for the final submission of preferences in NEET UG 2025 counselling. The choices can be modified until they are locked. If candidates do not lock the choices, the filled choices will be considered final and will automatically get locked on the last date as notified by MCC.

Step 8 - Take a Printout

It is advisable to take a printout of the filled choices, as it will be useful for future reference during the NEET UG counselling process. Even if the candidates haven't manually locked their choices, they can take a printout after the automatic locking process.

Step 9 - Seat Allotment

After each round of counselling, the seat allotment result will be released. Candidates can download the seat allotment letter and view the allotment list that includes details like candidate's name, roll number, category, allotted institute, course, and quota. The allotment letter must be presented at the allotted college at the time of reporting, along with the required documents.

Step 10 - Reporting to the Allotted College

Candidates must report to the allotted college as per the schedule to complete admission formalities. The following original documents (with self-attested photocopies) must be submitted at the time of joining:

  • SC/ST Certificate in English/Hindi with clear mention of sub-caste issued by competent authority. If in regional language, carry a translated and attested copy.
  • OBC-NCL Certificate as per Central List issued by competent authority, with proper mention of sub-caste and non-creamy layer status.
  • Disability Certificate from a recognized Medical Board as per RPwD Act, 2016 for 21 benchmark disabilities. Only official disability certificates will be considered valid.

NOTE: Candidates without original documents will not be permitted to take admission in the allotted medical/dental college. If originals are submitted elsewhere, they must be retrieved in time for reporting.

NEET UG Counselling 2025 - Registration Fee and Forfeiture

At the time of registration for NEET UG Counselling 2025, candidates must pay two types of fees: a non-refundable registration fee and a refundable tuition fee. For 15% All India Quota (AIQ) or Central Universities, the non-refundable registration fee is INR 1,000 for UR candidates and INR 500 for SC/ST/OBC/PwD candidates. For Deemed Universities, it is INR 5,000 for all categories. Candidates registering for both AIQ and Deemed University will be charged INR 5,000 as the higher non-refundable fee.

The refundable tuition fee is INR 10,000 for AIQ/Central Universities and INR 2,00,000 for Deemed Universities. This amount is refunded if the candidate does not get a seat or takes admission and completes reporting. If a candidate exits after seat allotment without joining, the refundable fee will be forfeited. Once joined, the fee will be adjusted in the tuition fee, and the candidate cannot participate in further counselling rounds.

Note:

  • Vacant AIQ seats after the last joining date will be transferred to State Quota.
  • Colleges/institutes/courses approved after 31st August will not be considered for that academic year's counselling.
  • The last date of admission/joining will not be extended beyond 31st August 2025.
  • All weekdays, weekends, and public holidays (except Independence Day) will be treated as working days for counselling purposes.

Q. Where and when will the security amount be refunded?

Ans: The security deposit will be refunded after completion of the counselling process. It will be adjusted against the tuition fee of the college if joined, or refunded to the candidate’s bank account if no seat is allotted or joined.

Q. What does Exit with Forfeiture mean in Round 2?

Ans: If a candidate is allotted a seat in Round 2 and does not join, they lose the refundable security amount. Once joined, the candidate cannot resign or exit the seat.

Q. What is Free Exit in Round 1?

Ans: If a candidate does not join the allotted seat in Round 1, they are not penalized and remain eligible for further rounds.

Q. Who are eligible for "Exit with Forfeiture" option?

Ans: Candidate who has been allotted a seat in Round II but does not report at the college may Exit with Forfeiture. ( i.e. The refundable security amount will not be refunded in such a case).
Round I joined candidate who has not been Upgraded in Round II may resign his seat allotted in Round I within two days of Round II Result announcement failing which he will be considered as part of joined candidates for Round 2 and rules will apply accordingly and such candidate will be not be allowed.
REFUND RULES OF SECURITY AMOUNT IN MCC

All India Quota Central University Money need to pay:

  • Registration fee**
  1. Registration =1000 (UR)
  2. Registration =500(ST/SC/OBC)
  • Non Refundable Security fee**
  1. UR= 10000 
  2. ST/SC/OBC= 5000 Refundable

All India Quota Private Deemed University Money need to pay:

  • Registration =5000(UR), Registration = 5000(all others)
  • Non Refundable
  • Security fee**
  • UR= 2.0 Lakhs ,All others cast = 2.0 Lakhs Refundable
  • All India Quota Counselling (AIQ) - 2 Rounds
  • Deemed University Counselling - 3 Rounds
  • You can Register in any rounds
  • If u register in first round, no need to register in other rounds just you have to change choice filling.

Round 1

  • If seat is allotted in round 1, and u r accepting the seat than 2.0 lakhs adjust in fee of college.
  • If Seat is allotted and you are not taking seat than u will get refund with FREE EXIT and u can drop seat , no loss of money
  • If seat is not allotted then 2.0 lakhs refund or move to next round.

Round 2 and Mop up round 

  • If seat is allotted in round 2 and u r accepting the seat than adjustment of 2.0 lakhs in fee.
  • If seat is allotted and not accepted than u will loose your 2.0 lakhs
  • If not allotted refund 2.0 lakhs
  • If u will get seat in round 1 of deemed counselling and u continued to round 2 but not getting seat in round 2 and mop up than also u can withdraw your seat and take refund within 2 days of results.
  • All India + Deemed Counselling Total need to pay is 2.05 Lakhs who are Registered for both
